EU F-gas regulation

The EU F-gas Regulation is a set of rules aimed at reducing emissions of fluorinated greenhouse gases (F-gases), which are powerful contributors to climate change. These gases are commonly used in refrigeration, air conditioning, heat pumps, and as propellants or insulating agents.

F-gases are regulated to:

  • Limit climate impact: F-gases can be thousands of times more potent than CO₂ in terms of global warming potential.
  • Promote greener alternatives: It encourages the use of low-GWP (Global Warming Potential) substances and technologies.
  • Help meet EU climate goals: Reducing F-gas emissions is essential for the EU to reach its climate neutrality targets under the European Green Deal.

The regulation includes a phase-down schedule for HFC refrigerants on the market and imposes restrictions and bans on certain uses, as well as leak checks, recovery, and training requirements for technicians.


The revised F-Gas Regulation (EU) 2024/573 officially came into force on March 1, 2024. The regulation was approved by the European Parliament in January 2024 and published in the EU Official Journal.


This update provides long-awaited regulatory clarity for the entire refrigeration and HVAC industry – from manufacturers and installers to operators and investors.


The amended regulation initiates a phased reduction and eventual phase-out of fluorinated greenhouse gases (F-gases), especially those with high global warming potential (GWP). This transition will affect both new equipment and the servicing of existing systems, presenting challenges but also significant opportunities – particularly in the adoption of natural refrigerants like CO₂ (R744) and propane (R290).

Last changes 1/2025


As of January 1, 2025, several new restrictions and obligations related to F-gases came into effect in Finland and across the EU. 

These include:

 Market restrictions:

From 1 January 2025, it is prohibited to place on the EU market the following new equipment and products, depending on the GWP level of the contained F-gas:

  • Standalone commercial fridges and freezers with GWP ≥ 150
  • All standalone refrigeration units (except liquid chillers) with GWP ≥ 150, unless required for safety
  • Refrigeration equipment (excluding chillers and certain exceptions) using F-gases with GWP ≥ 2500, unless intended for temperatures below –50°C
  • Single-split air conditioning systems (<3 kg charge) using F-gases with GWP ≥ 750
  • Fire protection equipment using listed F-gases, unless required for safety
  • Personal care products (foams, creams, sprays) containing F-gases
  • Skin cooling devices using F-gases with GWP ≥ 150 (except for medical use)

These bans apply only to new equipment and products. Existing systems may continue to be used and maintained, although servicing restrictions also apply.


 Servicing restrictions:

From 1 January 2025, servicing with F-gases with GWP ≥ 2500 (e.g. R-404A) is prohibited.

  • Reclaimed or recycled refrigerants may still be used for servicing until the end of 2029.
  • Exemptions apply for equipment operating below –50°C and for defence-related systems.

 Export bans:

From 12 March 2025, it is prohibited to export certain refrigeration, A/C and heat pump equipment outside the EU if they contain F-gases with GWP ≥ 1000.
